Chat suggestions, move certain settings severside

So using more than one computer i have noticed some issues that certain settings are not saved across clients. these include the following:
Blocked list,
Theme,
and setting regarding who can PM you.

So when you switch computer, all these settings are gone. this caused several of the people i had blocked to being able to PM me unwanted.
