Is there any way to becone a mod?

I'd like to know if I can complete an application or to do some stuff and then to be judged if I am able to becone a mod
 
Get yourself a Lambretta Scooter, A Parker, get your hair cut like Paul Weller, listen to bands like The kinks, The who and the Jam. Oh and never ever hang out with Rockers.
