No , because you would , like so many other world organizations , have certain countries paying the bill while other countries latch on for free and try to run the show .
What if, it would work on the basis of a annual fee that would be paid upfront at the beginning of the year and only countries having paid their dues would be allowed to participate?
 
Hemi stop being so pessimistic. Think of all the possibilities that a base on the moon could have. Great scientific breakthroughs, discoveries that could change what we know about ourselves as a species. Then for it all to be denied by idiots who still think the earth is flat and "god did it" nutjobs.
 
The US cant even get into space anymore unless Elon Musk, SpaceX, and the flying Tesla car take us there
