No offense, but to be honest, those pants are not looking sexy at all... so noticing the penis would be something totally random and I would feel indifferent to it, clothing mishaps can happen to all of us. My first thought would more likely something like "that man has a bad routine for dressing so probably for cleaning as well".

Most penises I see around in these areas are uncircumsized, so seeing the tip could be most likely a sign of intent and that is creepy.

So my verdict would be: random clothes accident, not arousing at all. Just my 2 cents. Guess I'm just more of a bulge lover.
